The Times has obtained a list of the names of the men, whom the U.S. government has described as Venezuelan citizens under final deportation orders.

The American Civil Liberties Union (ACLU), Center for Constitutional Rights, International Refugee Assistance Project (IRAP) and ACLU of the District of Columbia are the groups that filed the lawsuit.

President Trump has said the U.S. naval base at Guantánamo Bay would house what he called the "worst" migrants. Still, according to both internal government documents and U.S. officials, the administration is also sending nonviolent detainees who do not have serious criminal records or in some cases any criminal records at all.

By Ted Hesson WASHINGTON -The American Civil Liberties Union filed a lawsuit on Wednesday seeking access to dozens of migrants flown to a U.S. naval base in Guantanamo Bay, Cuba, saying they were being denied the right to an attorney.

In a lawsuit, the groups asked a judge to enable lawyers to communicate with the men in case they would like legal representation.
