Murphy asked residents to stay indoors and avoid unnecessary travel. “I am declaring a State of Emergency given flash flooding and high levels of rainfall in parts of the state,” he said.

The Village of Newark Valley was hit particularly hard by the storm Sunday night, with severe flooding in some areas. Newark Valley Mayor James Tornatore says the main areas affected were Brook Street and Rock Street,
